Construction Qualified SWPPP Developer (QSD)

Course Objective: Provide individuals wishing to become Construction Qualified SWPPP Developers with a review of the information needed to develop and implement a Storm Water Pollution Prevention Plan required by the Construction General Permit (Order 2009-0009).

California’s construction stormwater general permit (hereafter CGP) requires that developers of construction Stormwater Pollution Prevention Plans (SWPPPs) (known as Qualified Storm Water Developers or QSDs) and practitioners that implement SWPPPs (known as Qualified Storm Water Practitioners or QSPs) on construction sites demonstrate appropriate qualifications for this work. The CGP identifies a set of pre-requisite qualifications that would demonstrate the skills, knowledge and experience necessary to prepare and/or implement SWPPPs. In addition, the CGP requires that individuals in these positions complete a State Water Resources Control Board (SWRCB) approved or sponsored training course within two years of the CGP adoption (by September 2, 2011).

The training material developed by EnviroTech NPDES Services recognizes a broad set of background skills, knowledge and experience that might qualify an individual as a construction QSD or QSP. The training curriculum provides an in-depth review of the information individuals planning to become construction QSDs or QSPs will be expected to know. Nevertheless, the curriculum is intended as an in-depth review of information. This course will not teach the basics of the knowledge and skills needed to be successful. For instance, construction QSDs are expected to know how to apply the Revised Universal Soil Loss Equation (RUSLE). The curriculum will not teach individuals how to use the RUSLE. Rather the course will demonstrate the application of the RUSLE in developing SWPPPs and assessing risk levels. The curriculum will also make participants aware of the need to address local or regional water quality requirements (e.g. TMDL implementation). However, the training will not provide the details on local or regional water quality issues.

The training is designed in eight modules (see Table below) to address key aspects of the CGP. For the construction QSD, the training will include more detailed coverage of SWPPP development and the required assessments. The first five modules are common to the two qualifications (QSP & QSD) and the final three modules are specific to the construction QSD. At times, the program may incorporate an optional field component module or may use videos or other in-house materials to provide practical implementation elements. Local municipal and regional perspectives may be incorporated into the training program as well as more in-depth specialized content (ATS, Bioassessment, sampling protocol, etc) which may be provided by expert guest speakers.

Advanced learning approaches have been incorporated into the training program and may include:

  • Hands on demonstrations where appropriate (i.e. sampling, risk assessment)
  • Visuals from actual construction sites to better demonstrate implementation
  • Direct citations of permit requirements
  • Interactive learning Individual problem solving and comparisons
  • Unique handouts; take away customized documents
  • KWL for each course day; pre/post assessments
